The "mess" varies, it depends on the situation... but our goal is to rescue civilians.

Megumi's been on cases where minor memory manipulation came into play, of course -- that stupid time loop that Yuji and Nobara yolo'ed into comes to mind -- but that was gaps of a couple hours, imposed on half a dozen people within an established barrier. Something so much greater in scale, both in terms of the number of people affected and how much was actually lost...
